How to combine JPG images into one PDF

  1. Choose your photos or scans. Add one or more JPG, JPEG or PNG files. Each image becomes one PDF page.
  2. Put them in order. Move pages up or down and rotate sideways images. You can add more images or remove a page.
  3. Choose your layout and limit. Use A4 or US Letter, set margins and let each page follow the image orientation. If a form has a file-size limit, choose it here.
  4. Create, review and download. Preview every page of the actual generated PDF. Check that small text is readable, then save the file.

Can I make a PDF under 200 KB, 500 KB or 1 MB?

Choose the matching size limit before creating your PDF. SnippetSafe checks the complete saved file, including every page and the PDF overhead. If necessary, it lowers JPEG quality and image dimensions. A result is offered only when its actual byte count is below your limit. One KB means 1,000 bytes; one MB means 1,000,000 bytes.

A tiny limit may be unsuitable for a long document or fine text. If the tool cannot fit all pages, it asks you to increase the limit or remove images. It does not silently leave pages out. Meeting a byte limit does not guarantee that another website will accept the PDF or that the text will be legible.

Photos, screenshots and scans in the same PDF

Combine JPEG photos and PNG screenshots in the order you need. This is useful for receipts, photographed forms, homework or supporting documents when you need to send a single file. Each image is fitted onto its page without cropping or stretching. Empty space and transparent areas become white.

Do the images keep their original quality?

The originals are untouched. The PDF contains fresh JPEG copies, capped at 3,000 pixels on the longest side without adding pixels to smaller sources. The starting JPEG quality setting is 92%; smaller file limits can reduce quality and dimensions further. The result shows the settings actually used. This is a practical sharing tool, not a lossless image archive or a print-production workflow.

Are my photos uploaded?

No. File reading, previews, conversion and PDF creation happen in this browser tab. No signup, cloud copy or paid download is required. Download your PDF before closing or refreshing the page. Read how local processing works.

Which files and limits are supported?

Use up to 20 still JPG/JPEG or PNG images, no more than 20 MB each and 40 MB together. Each image must be at least 64 pixels on both sides, up to 40 megapixels and no more than 20,000 pixels on either side. PDFs are capped below 20 MB. HEIC, animated images, existing PDFs and Word documents are not inputs for this converter.

Will the PDF have searchable or editable text?

No. Each page contains an image; this tool does not perform OCR. To add answers to an existing PDF, use the PDF form filler. If you only need a smaller JPEG rather than a PDF, use the image size compressor.
